He grew up in Australia where he speaks in an Australian accent. He made his first appearance in El Niño.

- Cliff is mentioned in Rescue Heroes: The Movie by Billy Blazes and makes a face cameo on the System Locator as well, when Billy contacts him and sends him and Bill Barker to Scotland where lightning from one of the lightning storms of Storms of Destruction caused a tragedy, but it's unknown what tragedy the lightning caused there since Billy doesn't mention what happened there.
